Ball & Chain Question

i want to know if the Ball & Chain Weapon on HB 1.12 is a 1 handed weapon or 2 handed. It says it's tabble would be 1hc, but the weapon seemed too overpower to me. It has a secondary critical just like a 2handed polearm and yet an ability.

Can anyone confirm this info to me?
