Psi Energy points for elf

Can someone give me an idea on how many psi energy points an HARP Elf would have? I was thinking about 1/2 the PP stat but I could use some input.

As a web extra... that would be a very nifty thing to have especially if it included all the playable HARP fantasy races... both for integrating PSi into HARP and for magical sci-fi campaigns.  Heck it would even make a good item for the HARPer's Bazaar.

10 points. The sum of racial endurance, power point and psi energy should be 70. So all existing fantasy races are 10.
