Subconscious preparation with bow

How does the background option Subconscious preparation
(from RoCo I) work with the percentage battle system ?

A character uses a composite bow to make a missile attack. The attack and reloading time would take 120% (50+70).
But what if the character has the subconscious preparation ?
It can't be that he gets-100% (1 round) it would be ridiculous even for Legolas.
I've given him 50% faster reloading time i.e 35% instead of 70% AND 50% faster missile attacks  i.e 25% instead of 50% thus giving a total attack and reloading time of 60%
This enables him to shoot 2 arrows/round (60+25=85).
Is the background option really this powerful or am I misreading something ?

What we have always done is to allow characters with subconscious prep to load and fire bows in the same round (1 shot pr round with no penalty) And to prepare and execute adrenal moves in the same round. (In some campaigns without the -20 penalty for preperation, in others with). Agreed it is a powerfull background option provided the character in question is able to use it.
