The only problem is I'm not sure exactly how many Power Points I should allocate for the various spells that the Heroic Paths give out.
The way we did it in the Harp online game I played in, was there was no spell roll, no expenditure in PPs, and no penalties for armor as they are more inborn I guess. So if a Heroic Path gives a spell I have (?PP) and a number of times per day that it can be cast, normally 1/day or 2/day.
I don't know the setting or the spells given out by these Heroic Paths, but it sounds like this can be done with Blood Magic from CoM (I don't know what the page numbers are for the 2013 revision, but the 2004 CoM has it on pages 14, 44, 47 and 48. The Active Blood Magic and Latent Blood Magic talents are on pages 45 & 46).
By default, Blood Magic is usable 3 times per day, but there's no reason you can't change that to suit your needs. As written, some Blood Magic spells require an activation roll (and the character can develop skill in their blood magic as with any other skill/spell) - Attack or Elemental Attack spells, so they'd need a roll to determine the damage or RR target anyway. There's a list on page 48.
Anyway, if a Heroic Path gift duplicates an existing HARP spell, decide what scaling options (if any) you want it to have. Unlike spells, blood magic can't be scaled by the character, the options are fixed when the talent is acquired.
If it's not an existing spell, use the spell creation & costing rules in CoM to design it as a HARP spell (with scaling options as usual), and then make a Blood Magic gift from it as above.
BTW, if the players have to pay for the "gift" with DP when they level up, remember that blood magic costs 2 DP for each PP in the spell (i.e. same cost as a favourite category)...I guess it could be part of a Training Package for a 25% DP discount (although you might have to be ignore the "no more than 5 ranks to any one skill in a TP" rule if the Blood Magic costs more than 5 PP). And maybe also discount it if it's only 1 or 2 uses per day rather than 3.
Actually it looks like ALL of my HARP setting conversions (Burning Heaven and Marth) got nuked on this forum too. Dang.

This kind of thing is why I usually keep a copy of anything important I post to any forum. I usually write longer posts in my favourite text editor (vim) anyway, and then paste it into the input form. Then I copy-paste the reply's URL at the top of my local file and save it in an appropriate directory.
