Title: RMU Spell List question

If I read the new rules correctly, there are no arbitrary level limits on learning spells. Is this correct? (IE…Arms realm characters are limited to open lists up to level 5).

I think you are right. I don't think any character can learn more than 2x/level though (as that is a general rule about maximim skill ranks per level).

That, and of course you need to have sufficient DP.

Yep, that's correct. Also the cost doesn't change as you go up levels.
