We also have this kind of publication in France (well, I think so, I didn't know it was called "Part Works" in English) which consists of attracting buyers with a cheap 1st issue, then raising the price a little for issues 2 and 3 before setting a much higher price for the following ones. A few years ago, the same thing happened with the Warhammer miniatures game, where the first issue came with one or two cans of paint for very little money, then the price shot up for the rest, so that in the end, building an army was much more expensive than buying it outright. This concept also applies to collections by authors of novels, manga, models, etc.
But it would be nice if Rolemaster (or HARP to a lesser extent, but why not) could launch this kind of program. Well, there's no chance of that happening in French, but on the other hand, in a slightly different register, I'm in the process of creating a mini "adventure in which you're the hero" for HARP (in my home universe) to explain the main rules. I'm hopeful that the test phases will start before the end of the year, to see whether people like it or not.
