Crucible Steel

Okay, crucible steel isn't Eog.  However, what would you rule a sword made out of crucible steel?

Not necessarily as swords are forged.
Crucible Steel allows casting and purifies and can speed production.
It would be carbon content (from magic trees?) that determines Steel II.

I don't know, isn't damascus/wootz steel a crucible steel? So wouldn't that be steel II to toledo steel as steel I?
