Not sure if RMU has this skill, but I was thinking that RMC should have it, some of the rules I thought of

Intimidation (Static)
Stats: PR
Category: Combat
Description:

Bonus for intimidating another creature. Creature must be able to see the player. If the skill succeeds, the creature makes an RR (using PR bonus x2). Failure by 0-50 means the creature will not attack willingly unless attacked (and then operates at -20 activity, -10 to Initiative if using 2d10 rules). RR Failure by more than 50 indicate the creature flees. If not attacked, target will answer one question (either truthfully or not).

If the skill check fails the creature makes an attitude check, any hostile or aggressive creatures will attack on a roll greater than 25, plus any situational modifications (Absolute failure would be 6 or greater and Blunder would be automatic attack). In either success or failure, any diplomacy checks afterwards will get a -30 modification.

Intimidation can only be done on one creature once per day.

RR Mods:

0. Absolute Success (-20)
1. Partial Success (+20)
2. Near Success (+10)
3. Outlook: Jumpy(-50)
4. Outlook: Timid (-40)
5. Outlook: Passive (-30)
6. Outlook: Aloof (-20)
7. Outlook: Carefree (-10)
8. Outlook: Hostile (+20)
9. Outlook: Aggressive (+10)

11. Outlook: Berzerk (+80)
12. Outlook: Domin. (+20)
13. Outlook: Greedy (-10)
14. Outlook: Protect (+100)
15. Opposite Alignment: +10
16. Each size difference a +/-15 depending on which is larger
17. PCs between 6'6 and 8' tall are considered "medium-large", shorter than 4'5" are considered "small"
18. Dwarves being intimidated are always considered medium
19. Elves doing the intimidation or being intimidated are always considered medium
20. Tiny creatures cannot be intimidated

Any creature of animal or very low intelligence gets penalties based on things like loud noises, bright lights, flame, lightning etc.

RMU has intimidation as one of the three specializations of Influence. You can use it to try to make someone do something, or to force a morale/fear reaction which is similar to how you are handling it.

RM2 has Intimidation skill as well.
If discretion is the better valor and
cowardice the better part of judgment,
let's all be heroes and run away!
