Skill classes and when to apply them?

Workers in the building accidentally cut the power main, so I'm here posting some questions that I've been meaning to deal with for a while.
Is there any official ruling on when to apply the skill classes (restricted, everyman, occupational) when gaining ranks?
Mainly it's adolescent skill development and training packages that make up the special concerns.

The RMFRP core book says, in section 6.2 on pg. 23, "hobby skills, adolescence skills and training package skills are not affected by these (everyman, occupational and restricted) classifications". So if your Dwarven Fighter gains one rank in Swimming from a TP that adds one rank in that skill, it's still one rank for the Dwarf, even though Swimming is a restricted skill for Dwarves. In the same way TP ranks in the Caving skills - which is classified as Everyman for a Dwarf - would not benefit from the Everyman classification.

 I agree the rule says not to apply it to adol and app, but I generally apply it to all skills.
Why? that is because in my game professions are genetic templates and not just what a person is focusing on at the moment. And thus it applies across almost all ages but does not apply to skills gained through talents and or flaws.


But again that is a house rule.

I also remember now that when we were making the sheet in the late 90's early 2000's it was much easier to just count up the box's and multiply by the modifier then break out the adol (a) and app (A) that we used for DP accounting.

I agree that logically it should apply to all ranks gained, but I like to have all my ducks in a row before making any house rules.
