Exceptional Magical Ability

We're playing 4th edition FRP, and a question has come up about what the +25 from the talent "Exceptional Magical Ability" is supposed to apply to. 

The text in Character Law reads "Exceptional Magical Ability — You are exceptionally enchanted. You receive a special bonus of +50 to your RR versus one realm and a special bonus of +25 when casting spells or using items based in that realm."

We assume that applies to Attunement and Spell Casting Static Maneuvers, but is it supposed to apply to Directed Spells and/or Base Attack rolls?

I believe this would apply to casting the spell, not the base attack roll.
So to cast Firebolt you'd get a +25, but not on the attack table.
