Machine Ops: multiple skills, or mandatory subskills?

In the HARP SF rules, the table on page 58-59 has a cross-mark that says Machine Operation is a skill group (multiple skills, purchased separately). However, the description of the skill given on page 71 says it's got multiple subskills, and you simply take a -20 penalty if you're using it outside of your specialization. Which is correct?

I consider Machine Operation to be on the "similar enough" side to use it as a mandatory subskill skill, whereas Engineering is on the "different enough" side to make each engineering skill separate. While it's not an official answer, I was actually surprised how few skills are actually mandatory subskill skills. Granted, it also makes me want a list of names for groups of creatures for Beastmastery.
