More checking to make sure I have a clue this time for Restricted Skills
Q1: The Restricted Skills will have a 0 (zero) point cost for 11+ skills and when there are no skills restricted for use by the android?
Q2: There is no Price Tag associated with selecting Restricted Skills?
Q3: Do I have the Point Cost progression correct in the list below?
1 = -2
2 = -4
3 = -6
4 = -8
5 = -10
6 = -11
7 = -12
8 = -13
9 = -14
10 = -15
11+ = 0

Q1) I do not understand you question, can you rephrase it?
Q2) Since restricted skills are basically a flaw it has no monetary cost only a build point cost.
Q3) Yes the point cost for 11+ skills defaults to -15 points.

The Android Restricted Skills Table on p. 64 lists 11+ skills having a Point Cost of 0 (zero) points per skill.
The example text for Step 20.14, above the table, states:
Gary feels that an espionage android must be well-rounded. He therefore selects no restricted skills, gaining no points.
The way I read the table is that for 11+ skills you get a 0 zero point cost reduction and from the example text you also get a 0 (zero) point reduction.
However, the answer to Q3 that indicates that the maximum point cost reduction is -15 points for 10+ skills placed as restricted to the android.
