In RMFRP, the 5th list developed to a given level costs 1x and the 6th costs 2x.
If a spellcaster already had 4 spell lists at a certain level and wanted to buy a base and a closed list to that level at the same time, would you treat the (cheap)base list as the 5th and the (expensive)closed list as the 6th, which would limit spellcaster power by reducing the number of lists they have, or encourage spell list development by letting them treat the more expensive list as the 5th?

That cost adjustment refers to the number of lists developed in a single level, not his total number of lists that he has ranks in.

Ah, I misread it. It only applies if he wants to buy ranks in 6+ lists when he advances a level.  :-[

In that case, I'm inclined to let him treat the most expensive lists as part of the first five.

Yes, only if the character is developing more than 6 lists in a level.
I would let the player choose in which order his characeter develops the lists, so that he can choose which pay more and which less.

PS - if a Pure spell user is trying to develop 6 separate spell lists ... they have fumbled their "Character Creation" roll ;0

the average Pure Spell User has 10 base lists (called A-J, where A-F represent the core lists) and may be interested in one additional open list and one closed list (K and L respectively)

Level 1 - develop 3 ranks each in A, B, C & G
Level 2 - develop 3 ranks each in D, E, F & I
Level 3 - develop 3 ranks each in J, K and L

=> Without overcasting, this progression can be repeated ad-nauseam and ensure that the character always has ALL of his core base lists AND several additional list known to his level ...

This progression also leaves a small amount of DPs for developing PP's, Hits and assorted additional skills.

For Hybrids (K is an Open list in realm 1; L is an open list in realm 2; Hybrids do NOT get bonus base lists unless they "go evil") -

Level 1 - develop 3 ranks each in A, B & C
Level 2 - develop 3 ranks each in D, E & F
Level 3 - develop 3 ranks each in K and L

For Semi's -

Level 1 - develop 3 ranks each in A & B
Level 2 - develop 3 ranks each in C & D
Level 3 - develop 3 ranks each in E & F

I basically agree with you Cormac...but level 0 really don't exist with RMSS/RMFRP so you might want to adjust your post. In RMSS adolcement ranks and hobby ranks replace level 0.
