I'm confused by cultures. It gives point buy skills pre level 1, however it do not say how many DPs you get for these. Is it the 60+racial?

When you are making your character, you get every skill rank listed for your culture, for no DP cost. For example, as a Nomad you get 4 ranks in Animal Handling, 3 ranks in Riding, 1 in Perception, 1 in Tracking, etc.
If you are making up a new unique culture, you have 80 DP to allocate to skills for that culture, using the costs in the Cost column of the culture table. But, again, that's not applicable if you are just making a character.

It would probably be clearer if the DP costs were not on Table 2-3 and the issue of creating new cultures left entire for the GM section.
