A spell list for fake hauntings? Next you need to make a spell list "Mystery Mastery" for Those Meddling Kids!

Duration for poltergeist seems low for the effect. It's pretty innocuous, I'd make it 10 min/lvl. A shorter duration would make sense if the objects are striking people.

Disturbing Thing should specify what happens if you make the fear RR.

Wavering Light should give a penalty for lighting.

Don't forget Conjure Pizza (since that featured in at least two of the classic episodes). I'd say that's the Fourth Level slot. Level 8 could be Conjure Shaggy Special Sandwich (feeds Shaggy, Scooby, or 2-3 normal people).

There needs to a 'compress sandwich' spell that allows a full days food to be consumed in a single round.

Magic item - Shaggy's String: allows wielder to compress an entire day's food into one small sandwich.
