Purchased Sci-fi and Extreme on RPGNow. Had previously purchases Fantasy. Nabbed all the 1051 files and 105_ databases.
Installed.
I only see Elf and Human in races for a new character. It seems I'm in demo mode. How might I get into full mode?

It's possible you installed in the wrong order. Install the main application first, then install the Sci fi database then the Sci Fi extreme database. That should render you a proper setup.

Where does CoM and ML databases fit in that order? :-)

I installed it in this order;
AutoHarp Fantasy (installs DB with it)
CoM
ML
Sci-Fi
Sci-Fi Extreme
Still opens in demo mode. I only see Elf and Human for fantasy races.
I am running windows 7. The first time I ran as administrator (even if the install did not prompt it). I tried to install Sci-Fi db not in admin mode and it threw errors. This last time I installed with Revo Uninstaller Pro (which runs in admin mode), so I can easily remove if needed (to try the install again).

You haven't installed the actual "full" Harp Fantasy Database. Like Harp Sci-Fi there is also a Harp Fantasy database that gives you the full Core Rules. You did install the Sci-Fi database so that part of it should be working right. The Harp Fantasy Database should install without an issue at this point.
Here is a clear picture. Few what is below as a tree structure.
AutoHarp Application

Harp Fantasy Database | Harp Sci-Fi Database (Doesn't matter the order)
// \\
Martial Law | College of Magics Sci-Fi XTreme (Doesn't matter the order at this point)
