Stat value of zero

"Rules as Written" say that

Stats value start at zero
and that points

can be bought up
but don't say that points must be bought up in all eight stats.

So it seems that a player can create a character and leave a stat with zero value, by putting all 550 points in the other seven stats.

Table 4.1 doesn't show any bonus value for a stat value of zero, and it seems that there is no rule in the book, either, about having a stat falling to zero for any cause.

How to cope with such a situation?

0 Strength means your muscles have zero ability to move, including your heart. Result: death.

0 Constitution means you have zero stamina and zero immune system. Result: death, probably by disease.

0 Agility means you have zero voluntary control over any muscles. Result: you're a speed bump. You're unable to speak, move, eat or drink, etc.

0 Quickness means you take so long to perform any action that the effects mirror having 0 Agility (see above).

0 Self-Discipline... FINALLY! This one you might actually be able to survive with, albeit only if someone keeps an eye on you every second of your life. You have zero impulse control, and zero resistance to any suggestions tossed your way, much less mental manipulation magic.

0 Reasoning means you have zero ability to analyze the world around you, and zero memory. You might as well be an amoeba, for all the neural activity you've got going on.

0 Insight means that you have zero ability to understand the world around you. You won't be able to discern the difference between any sort of sensory input, perhaps even being unable to tell where your own body ends, and other objects begin. You certainly might sense the difference, but you won't be able to make sense of the difference. Does that make sense, or is it just totally senseless?

0 Presence is another one that you could survive having, but you would have to think carefully about how to do it. It's not that you wouldn't be able to influence people, but there would be zero chance of getting people to react the way your actions would normally be taken if done by someone else, and even trying reverse psychology is probably going to yield some result you haven't imagined... and one you definitely don't want to occur!
