Can anyone tell me on witch page I can find combat turn sequence and the % of the round the action takes takes... i couldnt find it in RMC char law

That's because it's on RMC Arms Law, chapter 3!

Between the time that RMC Character Law was published and RMC Arms Law was published, it was decided to change the tactical/initiative system.

As Arioch pointed out, the new/current tactical system can be found in Chapter 3 of the RMC Arms Law.
