(Privateers) Armor & shields cost & weight by Tech Level?

Are armor and shields weight and cost reduced to 10% when their Tech Level is exceeded?

Looking at the Privateers rulebook that appears to be the case but in the Tech Law: Equipment Manual they're not.

Assuming my game is set in the default ISC Tech Level of 25 which is accurate?

Yes Armor and Shields cannot be reduced in weight.

Yeah I figured as much.

The weight of the armor in the Privateers book were a little on the low side, like an armored kinetic jacket weighed 0.25 kg (0.55 lbs).

 Yes armor is not that weighty. But again if you want to House Rule something that is fine if it fits your game. Such as an advanced race (or not advanced) using some exotic material that cannot be replicated scientifically that reduces the armor mass.
 IMHO you can/should use the rules in RM for armor fitting and superior armor. So I guess this would allow for some reduced in weight but at the high cost of tailoring your armor. I might say as much as x2 to x20 depending on type of armor.
