What's the default tech levels for Privateers?

TL25 IIRC. The TL's should be in front of the SM:P core book.

I think I read somewhere in one of the books that it is dependent on the empire.

ISC = TL25, bordering on TL26.
Jeronan = TL24 on some things, TL25 in combat fields, but overall TL = 24, bordering on TL25.

Or perhaps, it was in one of the supplements?

The highest tech levels are in the inner provinces...see, empires never die, they just slumber and wait for a master that can unite them.  The outer provinves have the middle tech levels, with only the wealthiest able to import the higher tech levels.  The outer provinces, the badlands or outlands, are the lowest tech, even farmers in a near middle ages tech level, just better sanitary and social conditions...until the alien fungi awakes the Goveneros latent psychic abilities, which he has enhanced through embezzlement, rises to become a psionic overlord.  Enter the PC's.  Beyond this is the frountier, wildspace, the deep dark.

Just think along real life economical lines and it all falls together easily.
I've seen things you people wouldn't believe. Attack ships on fire off the shoulder of Orion. I watched C-beams glitter in the dark near the Tannhauser gate. All those moments will be lost in time... like tears in rain... Time to die.

There is an official list that shows the government and the TL based on area of study.  I don't have it handy at the moment.  If it isn't in the appendix of the the SM:P book, I'd look in Tech Law.
