It's the total Quickness bonus x3
(The total Quickness bonus is the Stat Bonus and the Racial Bonus added together)
But remember that the armour penalty can cancel the Quickness bonus' for the final DB total. Page 35 of RMFRP lists the armour quickness penalties for each Armour Type.
The armour penalty can only negate the Quickness x3 bonus but not take it lower than zero. For instance, if the Quickness x3 came to 9 (he has a +3 Qu bonus) and the armour penalty was 40 (he's wearing full plate - AT20), his final DB is zero and not -31.
