Magical language and ESF

I have a question: how do you use magical languages from RoCoI? I am particularly interested in how you read the part about -20 spell failure. As just that, a -20 to your spell failure roll, should it go wrong or as a -20 esf, reducing the chance that it will go wrong?

I'd go with -20 to the SF, rather than to ESF mod, or it's a license to just ESF 20 every cast.

Agreed but mostly for pure/hybrid who can develop it at 1/* or 2/*. For semi spell users the cost is 4/* making it rather pricy.
