Topic: Official RMC Character Sheet source document

I want to make my own RMC character sheet design to suit the needs of my gaming group.
I want to use the RMC oficial sheet as a template, 'cause we like the design and we just want to change a couple of things and translate it to Spanish.

What software was used to create it? Is the source document used to generate the pdf available somewhere?
 
I have started my design using Open Office, but I can't find out how to create tables with rounded borders without having to use messy images.

The character sheet was created by Andrew R. (aka ictus), and I am not sure, off-hand, what software he used to create it (he likely told me at one point and I forgot - hehe), as he never supplied us with the source files (don't think we ever asked for them either), only the eps files (a type of image file) that we used to create the PDFs.
