How does surprise affect initiative?]

On page 25 of the RMC Arms Law, on Table 03-01, Surprise is listed as giving a -25 modifier to the Initiative Roll.

Clarification: Should this modifier for surprise reduce the initiative total total to a number that is below zero, then the character loses his actions for the round.

Note: There are other initiative modifiers that may reduce the initiative total to a number that is below zero. Unless these other modifiers specifically say so, they will not cause a character to lose his actions for the round like what happens with surprise.

Can an Elemental Bolt Spell Be Parried?]
Yes, under the exact same conditions and guidelines provided on page 15 of RMC Arms Law regarding "Missile Fire Parrying".

The elemental bolt is not treated the same as an arrow or crossbow bolt in other regards, only in that, like other ranged attacks, it may be parried under certain conditions.

Note: This ruling is for RMC only and does not affect any other Rolemaster system.

Arms Law: In the example on p. 109, the wolverine's primary attack is a Medium Bite, while the table (06-03) calls it "LBi." I assume the table has the error.
