No, stun penalty is a flat -50.
If it reduced the Qu bonus then it would be limited to only the Qux2 amount (which for most is far less than 50).

I believe the answer your looking for is no you wouldn't cancel the QU bonus x2 to DB.

So if you are stunned you can't use attack maneuvers, you can parry at half and you get -50 on all other maneuvers (but your DB is untouched).

If you are critically wounded for a -50 penalty to maneuvers, you get -50 on St, Ag, Qu maneuvers only and you lose your Qu x 2 to DB (unsless your Qu bonus is higher than 25).

I do not apply the -50 to combat.  It applies only for 

Any other action requiring a Maneuver roll receives
a modifier of -50.


The Combat impact of Stun is:

• No Impact to Qu Bonus for DB
• +20 to attacker's OB roll (as per OB Modifiers on page 90)
• No attack
• Up to 50% Parry

Critical Penalties - Yes, they apply as you have described.
