[RMU] Question about DB

Hello people,

Again, couldn't find the answer to this simple question in the message history. Might be a silly question and I'm just blind. Not sure.

Is base DB affected by all penalties? (pace, hit, fatigue, injury)

The rules specifically say dodge is, shield skill is (for everything except pace), skills are, and OB is... but mentions nothing about penalties affecting DB.

It states the penalties affect all actions. But DB is not, by the definition of the rules, an action.

This is quite an important point for both PCs and NPCs, so I wanted to make sure I got it right.

Any help?

No, DB is not affected by penalties, except where a DB-enhancing skill is affected by those penalties.
Rolemaster: When you absolutely, positively need to have a chance of tripping over an imaginary dead turtle.

You would only lose Quickness DB if you are flat-footed or immobilized. If you have a DB bonus from an item (e.g., torso armor with a DB bonus), that always applies.

If penalties did apply to Quickness DB and also to Dodge and to your OB that you are using to parry, there would be circumstances where you might end up double penalized, which is not the intent.

Ok, small followup question then.

Is DB affected by the encumbrance penalty? Which replaces the armor DB penalty from the previous version of RM. Or, can an AT10 character now dance around with max quickness DB?

The same as above applies: Your encumbrance (or armor penalty) may affect the relevant skill that might add to your DB (and will then be lower), but other than that, no.

Great. Thank you guys for the clarification. Sorry for the laborious nature of the questions. One of the players and myself are quite pedantic about getting the little things like this right.
