What is the exact effect of Eog?

In the Atlas it just says that inhibits essence spell casting. How is this implemented? What penalty should casters have when near normal Eog?

From Elemental Companion (pg. 139):

Eog (cold-earth)  Weapons of nullification:  Such a weapon nullifies/cancels the affects of spells cast at the wielder.  If a GM wishes such a weapon, can have a <sp> area of effect equal to 5'R per wpn. level.  The nullification chance is:
ELF: 2% per wpn. lvl - spell level being reflected
EGF: 3% per wpn. lvl - spell level being reflected
EDF: 4% per wpn. lvl - spell level being reflected
EF: 5% per wpn. lvl - spell level being reflected

The "E*F" is the type of elemental forge in which the material was created; lesser, greater, deep.  Eog is created from elemental cold and elemental earth.

I mean as spell inhibiting properties? I don't anywhere the effect of that? I am running a room with Eog pillars. In the Shadow World Atlas is says:

So is there a negative or just no casting? If negative what is it? -100? -50?

It's basically a GM choice based on amount of the material, proximity, and if surrounded. Assuming someone made those pillars to prevent spell casting you can either assume no casting, or if feeling "generous" let someone make an ESF roll at -100.
