If the Implementor radiates a constant anti-magic aura giving the wielder an additional bonus of +60 to RRs vs. spells directed at him and giving elemental attack spell directed at the caster a malus of -60, does this aura also affect benevolent and utility spells directed at the wielder? What about his own spells, do they work normal?

Considering that its wielder (from the Cloudlords module) also casts spells, I would say, that no it does not interfere with spell casting.

Excellent news ... well, sort of ... depending on the viewpoint.

What about the benevolent and utility spells from others on the wielder, teleportation, healing, etc.?

If the description does not specify attack spells, then it affects all spells, the rest would be a GM call...
