No Urban in Races and Cultures?

I noticed that in Races & Cultures (or at least my PDF version of it) that there is no Urban culture.  Was this intentional?  If so, how do you model someone (of any race) who was born and raised in an Urban environment?

There is no urban culture, but there is an urban sub-culture for many cultures, just read the beginning of the book, it is all explained.
