Elemental Counters

I tried doing a search for this but nothing turned up, so here's the issue I'd like to discuss:
[Fire & Ice] Elemental Counters: the counter spells here say:
"Caster must make a successful Directed Spells maneuver (i.e., make an attack against the caster of the target spell using the appropriate elemental attack table)."
So I thought at the bottom of the list I would find something like "Characters should develop a Counter Spell in the Directed Spell Skill Category", but that didn't happen.
Considering that it's an elementalism base list, as all specialist lists have a bolt attack, maybe the answer is to use those bolts, but then a question of balance arises, as different bolts have different table "structures" and so for instance a light mage using lightning bolt would be at an advantage, or in case of using shock bolt would be at a disadvantage against a fire mage with fire bolts.
So my idea so far was to develop a Counter Directed Spell Skill, using the generic RMFRP bolt attack table, so as to avoid the balance issue.

But there's another complication... the Aether Mastery spell list has a counter spell as well, but instead of suggesting the directed attack approach (as the Elemental Counters and Nether Mastery do) it says to do a Targeting skill roll.

So that sums up my confusion, what do u think?

IMHO that's one of the stranger and weaker spell ever designed for RM... Not only you have to spend DPs to learn it, PPs to cast it and activity to look for mages casting the right type of spell, but you must also develop a directed spell skill for it (and it works only against 1 of the 6 elements...).
I decided to simply drop the whole "directed spell manuever" thing: a Counter X spell from that lists simply cancel target elemental spell, without any manuever from the caster and any resistance for the spell countered.
If it seems too powerful keep in mind that:
- caster has to "waste" a round to cast the spell
- he spend a number of PPs equal or even higher than the caster of the countered spell
- it works only against a very specific type of spell
I suppose a magician might, he admitted, but a gentleman never could.
